SECTION ONE

Purpose, Context, Grounds and Descriptions

Purpose

ARTICLE 1 – (1) The purpose of this Regulation is to regulate the procedures and principles regarding the aims, tasks, management of Istanbul Aydın University Distance Education Application and Research Center.

Context

ARTICLE 2 – (1) This Regulation covers the conclusions regarding the purposes, management organs, the duties and manner of work of the management organs of Istanbul Aydın University Distance Learning Application and Research Center affiliated to Istanbul Aydın University.

Grounds

ARTICLE 3 – (1) This Regulation is prepared on the basis of the 14th article and the sub clause (2) of the clause (d) of the 1st paragraph of the 7th article of Higher Education Law dated 04/11/1981 and numbered 2547.

Descriptions

ARTICLE 4 – (1) The descriptions are as follows:

  1. President: The President of the Board of Trustees of Istanbul Aydın University
  2. Advisory Board: The Advisory Board of Istanbul Aydın University Distance Learning Application and Research Center
  3. Center:  The Center of Istanbul Aydın University Distance Learning Application and Research Center
  4. Director: The Director of Istanbul Aydın University Distance Learning Application and Research Center
  5. Board of Trustees: The Board of Trustees of Istanbul Aydın University
  6. Rector: The Rector of Istanbul Aydın University
  7. Senate: The Senate of Istanbul Aydın University

The Purpose and Fields of Activity of the Center

The Purpose of the Center

ARTICLE 5 – (1) The purposes of the Center are as follows:

  1. To ensure that the computer and internet supported teaching activities of the University are carried out more effectively and efficiently,
  2. To carry out R&D and application studies about distance learning,
  3. To help institutions and organizations on their needs and requests regarding distance learning,
  4. To develop distance learning-based courses and programs approved by the Council of Higher Education and to support the courses given in the University with e-learning,
  5. To contribute to the adaptation of public and private sector education programs to e-learning and to contribute to the development of distance learning systems of these institutions,
  6. To transfer fund of knowledge to the related institutions and organizations and to beam.

The Center's Fields of Activity

ARTICLE 6 – (1) The fields of activity of the Center are as follows:

  1. To do R&D studies on the subjects of distance education,
  2. To prepare course contents for internet supported teaching studies carried out by the University,
  3. To realize the software automations and course contents that are necessary both inside and outside of the University; to do accreditations; to provide consultancy in this subjects and to sustain the required coordination,
  4. To conduct scientific and technological researches for the generalization of education, that is helping the progress and development of Turkey, through e-learning or to recommend conducting these researches.
  5. To cooperate with domestic and foreign institutions in researches and applications regarding distance learning.

Managing Bodies and Duties of the Center

The Managing Bodies of the Center

ARTICLE 7 – (1) The managing bodies of the Center are as follows:

  1. Director of the Center,
  2. Board of Directors
  3. Advisory Board

The Director of the Center

ARTICLE 8 – (1) The Director of the Center is appointed for three years among the full-time faculty members of the University with the recommendation of the Rector and approval of the President of the Board of Trustees.  The Center Director whose period of office ended shall be re-appointed with the approval of the Board of Trustees.  One of the members of the Board of Trustees shall be appointed as Deputy Director of the Center with the recommendation of the Rector and the approval of the President of Board of Trustees in order to assist the Director of the Center. The period of office of the deputy is also three years. The Deputy acts for the director when s/he is not on the job. If the Director is not on duty for more than six months, a new Director shall be appointed.

The Duties of the Director of the Center

ARTICLE 9 – (1) The duties of the Director of the Center are as follows;

  1. To convene the Board of Directors, to lead the meeting and to implement the decisions taken,
  2. To prepare annual activity report regarding the study targets and plans of the Center, to present it to the Rectorate after receiving the Board of Director's opinions,
  3. To manage the Center's administrative relations, to determine personnel requirement and to submit it to the Rectorate,
  4. To collaborate with domestic and foreign research and application centers

The Board of Directors

ARTICLE 10 – (1) The members of the Board of Directors are elected among the full-time faculty members of the University with the recommendation of the Center Director and the Rector, and with the approval of the director of the Board of Directors. It consists of 5 people including the Director of the Center. The members are elected for three years. They can be re-appointed when the period of office ends. If a member leaves the office before the end of his/her period of office or s/he is appointed outside the University for more than six months, a new member shall be appointed to complete the period.

(2) The Board of Directors shall convene at least once a month upon the Center Director's call. The Center Director may convene the board for an extraordinary meeting when the need arises.

The Duties of the Board of Directors

ARTICLE 11 – (1) The duties of the Board of Directors are as follows:

  1. To prepare and implement the Center's work program, to develop it in accordance with the needs, to present it to the Board of Trustees through the Rector and to conduct the approved ones.
  2. To form project and research groups within the Center and to evaluate the studies.
  3. To determine the university's units and individuals, national and international individuals, institutions and organizations which will be assigned at programs such as courses, internships, etc. and to submit it to the Center Director,
  4. To prepare the annual activity report of the Center and to submit it to the Center Director.

The Advisory Board

ARTICLE 12 – (1) The Advisory Board members are elected among the academicians of the University and the other universities and the experts working on the subjects about the University's field of activity and experts working at public institutions and the related non-governmental organizations, for three years with the recommendation of the Rector and the approval of the Board of Trustees. The Advisory Board consists of a maximum of fifteen members. The member whose office period ends can be re-appointed. The Director of the Center presides the Advisory Board.

(2) The Advisory Board convenes once a year and also convenes for extraordinary meetings upon the call of the Director of the Center when required.

The Duties of the Advisory Board

ARTICLE 13 – (1) The duties of the Advisory Board are as follows:

  1. To transfer its evaluations to the Central Directorate in order to increase the efficiency and effectiveness of the works carried out by the Center.
  2. To submit its opinions and recommendations to the Central Directorate within the framework of the purposes of the Center specified in the 5th Article of this regulation.

SECTION FOUR

Miscellaneous and Final Provisions

Personnel Requirement

ARTICLE 14 – (1) The academic, administrative and technical personnel requirement of the Center is meet with the appointments done by the Rector in accordance with the Article 13 of the Higher Education Law numbered 2547 upon the recommendation of the Center Director.

Implementation

ARTICLE 15 – (1) This regulation shall enter into force on the date of its publication.

Enforcement

ARTICLE 16 – (1) The provisions of this Regulation are enforced by the Rector of Istanbul Aydın University.
