REGULATION OF ISTANBUL AYDIN UNIVERSITY NATIONAL SECURITY AND STRATEGY APPLICATION AND RESEACRH CENTER

SECTION ONE

Objective, Content, Grounds and Definitions

Objective

ARTICLE 1 – (1) The objective of this Regulation is to regulate the procedures and principles regarding the objective, activities, management organs, duties and manner of work of these organs of Istanbul Aydın University National Security and Strategy Research and Application Center.

Content

ARTICLE 2 – (1) This Regulation covers the provisions regarding Istanbul Aydın University National Security and Strategy Research and Application Center's objectives, management organs, these organs' duties and manner of work.

Grounds

ARTICLE 3 – (1) This Regulation is prepared on the basis of the 14th Article and the sub clause (2) of the clause (d) of the 1st paragraph of the 7th article of Higher Education Law dated 04/11/1981 and numbered 2547.

Definitions

ARTICLE 4 – (1) The descriptions are as follows:

  1. President: The President of the Board of Trustees of Istanbul Aydın University,
  2. Advisory Board: The Advisory Board of the Center,
  3. Center: Istanbul Aydın University National Security and Strategy Research and Application Center (USAM),
  4. Director: The Director of the Center,
  5. Directorate: The Directorate of the Center,
  6. Board of Trustees: The Board of Trustees of Istanbul Aydın University
  7. Rector: The Rector of Istanbul Aydın University
  8. Senate: The Senate of Istanbul Aydın University
  9. University: Istanbul Aydın University
  10. Board of Directors of the University: The Board of Directors of Istanbul Aydın University
  11. Board of Directors: The Board of Directors of the Center

SECTION TWO

The Objective of the Center and its Fields of Activity

The Objective of the Center

ARTICLE 5 – (1) The objective of the Center is to conduct researches for the formation and maintenance of the security policy that follows regional and global developments regarding Turkey's security, maintains its continuity, is updated according to the requirements of time, evaluating country resources objectively, in compliance with the national interests and realistic; to support these researches; to educate specialists; to contribute to national accumulation in this field; to raise awareness of the society; to contribute to determination and improvement of Turkey's security policies by benefiting from regional and international developments and accumulations.

Activity Fields

ARTICLE 6 – (1) The Center carries out the following activities to accomplish its objectives determined at the 5th article of this Regulation:

  1. To conduct researches on the work subjects, to bring the international public attention by publishing them in Turkish and foreign languages,
  2. To organize national and international activities such as conferences, congresses, symposiums, colloquiums, seminars, panels and etc.,
  3. To organize certificates, courses and similar programs in the Center's field of interest.  
  4. To make projects through units to be formed within the Center,
  5. To prepare periodicals for the Center,
  6. To conduct joint studies on the issues of interest to the Center with the contribution of the University's academic units,
  7. To provide consultancy service to public and private sector institutions and organizations in line with the requirements,
  8. To cooperate with other universities, public and private sector institutions and organizations at national and international level,
  9. To carry out other activities related to its objective.

SECTION THREE

The Management Organs of the Center and Their Duties

The Management Organs

ARTICLE 7 – (1) The management organs of the Center are as follows:

  1. Director,
  2. Board of Directors,
  3. Advisory Board.

The Director

ARTICLE 8 – (1) The Director is appointed for three years among the full-time instructors of the University with the recommendation of the Rector and approval of the President. The Director whose period of office ended can be re-appointed by following the same procedure. One of the Board of Directors member shall be appointed as deputy director with the recommendation of the Rector and the approval of the President in order to assist the Director. The period of office of the deputy is also three years. The deputy director's period of office ends by itself when the director's period of office ends. The Deputy acts for the director when s/he is not on the job. If the Director is not on duty for more than six months, a new Director shall be appointed.

The Duties of the Director

ARTICLE 9 – (1) The duties of the Director are as follows:

  1. To prepare and implement annual activity plan to accomplish the Center's objectives,
  2. To present the Center, to chair the Board of Directors and Advisory Board,
  3. To set the agenda of the Board of Directors and to implement the decisions taken,
  4. To sustain coordination and supervision among the units within the Center,
  5. To communicate and conduct studies with national and international organizations,
  6. To chair the Board of Directors and Advisory Board,
  7. To prepare the activity reports of the Center or units affiliated to the Center and to submit them to the Rectorate,

The Board of Directors

ARTICLE 10 – (1) The Board of Directors consists of at least six people assigned among full-time instructors of the University with the recommendation of the Director, proposal of the Rector and approval of the President. The Board of Director members are assigned for three years. A member can be re-elected when his/her period of office ends. If a member leaves before completing the office period or is assigned outside the University for more than six months, a new member shall be elected to complete the remaining period.

(2) The Board of Directors shall convene at least once a month upon the call of the Director. The Director may convene the board when there is a need.

The Duties of the Board of Directors

ARTICLE 11 – (1) The duties of the Board of Directors are as follows:

  1. To prepare the work program of the Center, to improve it when needed and to submit it to the Director,
  2. To form project and research groups within the Center and to evaluate the works,
  3. To determine the principles of cooperation with university units, national and international individuals, institutions and organizations to be cooperated on the fields of the Center's activity and to be assigned at the activities such as courses, internships, certificates and similar programs, and to submit these principles to the Directorate,
  4. To prepare the annual activity report of the Center and to submit it to the Directorate.

The Advisory Board

ARTICLE 12 – (1) The Advisory Board is elected and assigned for three years with the recommendation of the Rector and the approval of the President among the instructors of the University or the other universities and the native/foreign individuals working in the public institutions and organizations and national/international organizations operating on the issues related to the Center. The Advisory Board consists of a maximum of fifteen members. The member whose office period ended can be re-assigned. The Director presides the Advisory Board.

(2) The Advisory Board normally convenes once a year and convenes for extraordinary meetings upon the call of the Director when needed.

The Duties of the Advisory Board

ARTICLE 13 – (1) The duties of the Advisory Board are as follows: To make the necessary evaluations, to submit opinions and suggestions to the Directorate in order to increase the efficiency and effectiveness of the works carried out by the Center within the framework of the objectives determined at the 5th Article of this Regulation.

SECTION FOUR

Miscellaneous and Final Provisions

The Situations for Which There Are No Provisions

ARTICLE 14 – (1) The provisions of the relevant regulation and the decisions of the Senate and the Board of Directors are applied in cases which there are no provisions in this Regulation.

Enforcement

ARTICLE 15 – (1) This Regulation shall enter into force on the date of its publication.

Implementation

ARTICLE 16 – (1) The Rector of Istanbul Aydın University implements the provisions of this Regulation.
