In his lecture, he focused on the ways in which the Turkish conception of education has evolved over time, as well as the educational changes implemented during the Republican Era.

Özcan began by saying that the way of living of the ancient Turks influenced their conception of schooling. Vocational education had a tremendous place for us before we converted to Islam. It is evident that there was a shift in schooling toward institutionalization following conversion to Islam. Arabic has always been the language of education, he added, even though the individuals receiving the instruction spoke Turkish.

Özcan brought up the Enderun schools during the Ottoman era, pointing out that the great majority of women were illiterate at the time. Özcan stated that minority schools operated on their own and that throughout the Republican Era, significant efforts were made in the area of education since it was thought to be the prerequisite for progress.

"Atatürk identified that there was a lack of knowledge in society, that there was too much family pressure on children, that education was not nationalized, and that we did not have a stable education policy," Özcan continued, citing Atatürk's views on education. He felt that education ought to be secular, scientific, and national in nature. Furthermore, children should be raised with confidence in their country's future." Özcan declared, "In order to achieve victory in national education, programs must be in line with the needs of social life and the requirements of the age." He listed the basic principles of education policies that have been followed since the early Republican Era, including nationality, secularism, scientificity, generality, equality, and functionality.

Özcan highlighted that the Ottoman Empire left the Republic of Turkey with 3,400 schools and 223,000 students, and that a significant percentage of women were illiterate at the time. "Equality of opportunity in education in every sense must be ensured and emphasized," he stated. Özcan concluded his address by saying that there is a need to enhance the quality of education, adding that there are issues with the way instructors are treated in the system, that students are not learning the fundamentals, and that resources are not being used efficiently. "This generation is lovely and challenging at the same time. You have that light, I see. Read a lot of books, improve yourself, focus on different fields such as painting and music, think positively and always speak positively," he advised the students. He gave the pupils some advice: "Read a lot of books, better yourself, concentrate on other things like painting and music, think positively, and always speak positively."
